Director, Broadband & Digital Equity
Steve Baker is the Director of Broadband and Digital Equity for the Commonwealth of Massachusetts. Since beginning in February 2024, Steve has led the implementation of all broadband and digital equity initiatives, in support of the Commonwealth’s Economic Development Plan. Working in close collaboration with the Massachusetts Broadband Institute, Steve serves as the policy lead related to $400M in federal funding allocated for broadband and digital equity matters across the Commonwealth.
Steve has over 24 years of experience within the telecommunications industry. Prior to his current role, Steve worked for American Tower Corporation, a leading global owner, operator and developer of communications real estate. During his tenure there, Steve held a variety of leadership roles across American Tower’s sales, small cell, rooftop, and site development business units, most recently as Vice President of Business Development with a focus on strategic initiatives involving the development of wireless communication towers, indoor networks and edge data centers.
Steve holds a Master of Arts degree in Geography from the University of Connecticut and Bachelor of Arts degrees in Geography and Fine Arts from Ohio Wesleyan University.
